It was especially popular in colonial America. The Continental Congress even used a lottery to fund the revolutionary army. It was also a popular way to reward citizens for military service and for commercial promotions in which property or slaves were given away through a random procedure.<\/p>\n
Modern state-sanctioned lotteries generally do not operate on the same basis as ancient lotteries. Modern lotteries allow a substantial percentage of the ticket price to be returned as prize money to the purchaser, but they also require payment of a consideration\u2014money or merchandise, for example. The majority of the proceeds go toward administrative and vendor costs, and a small percentage is assigned to the prizes. State legislators often designate what programs will receive the remaining prize money.<\/p>\n
People who play the lottery often believe that they can solve their problems if they just win the jackpot. However, the biblical prohibition against coveting money and the things that it can buy (Exodus 20:17) reminds us that God\u2019s word is true: “There is no such thing as a sure thing.
